“Running” the ROTC program? Do you mean are there aviation schools that have an ROTC program? If so then yes. Embry Riddle Aeronautical University for one has ROTC.

ROTC is just a program to get you prepared to be an officer. You will only study some aviation during your time in ROTC. If you pass OCS which is between your freshman-sophmore year and your junior-senior year, you will pass ROTC. Based on you ROTC standings you will be able to choose your job in your chosen field. From there you will go to Pensacola FL for flight training. My advice to you is try hard, get involved in sports and help around your community, ROTC is surprisingly hard to get into. I had an easier time applying for the Academy. Make yourself the most prestigious candidate possible. Oorah and good luck from your fellow future pilot.
