I started at twelve but that was forty years ago – look up your local airport flight schools and ask them…

There is a lot of book learning that could be started early. I attended ground school in an evening class put on by my local adult ed high school. That prepared me for the written test. There is no age limit for those classes, everyone from jr. high through retired people were in the classes.

You can take flying lessons at any age, though many flight schools or instructors won’t be willing to instruct somebody so young. You have to be 16 (14 for gliders) to get a student pilot certificate and solo, however.

Yes. But he/she cannot solo until 16 and cannot be issued a pilot certificate until 17… Assuming of course you are talking about the United States…

You can take lessons at any age, but in the United States, you need to be 16 before you can fly on your own (and even then only with your instructor’s approval), and you must be 17 to get a full-fledged private pilot’s license.
