I thought it was illegal. Today we were walking over the Golden Gate Bridge and a helicopter flew under the bridge and then swooped around and flew over and quickly took off before we could get the tail number.

For fixed-wing aircraft, this is prohibited by FAR 91.119. The same FAR makes an exception for helicopters if the maneuver is done without hazard. Nevertheless, if the FAA wants to make an issue of it, it can, under, say, FAR 91.13 (careless or reckless operation).
