I believe you can LEARN to fly, without obtaining a license, at a younger age, but I could not find a source for this.

You must be at least 16 to fly solo and 17 to get your pilot certificate. Try to learn as much as you can now. That will give you a huge head start when you actually begin your training. Good luck with it!
