Best place in the world for flight training?

Where would be the best place in the world to do flight training? I already have a private pilot’s license and would like to continue on with my training, but I just can’t afford it, especially with the rising costs of oil and fuel here in the U.S. Would it be advisable for me to relocate to an oil-rich Middle-Eastern country such as Jordan or Saudi Arabia for this purpose? (having already lived for two years in Central Asia, I’m prepared for the geographical displacement and culture shock)…or should I just tough it out here in the states?
